The Government Is Called Failure To Take Care Of Batam As An Industrial Zone
Topik id. Jakarta, CNN Indonesia - Observer Institute for Development of Economics and Finance (Indef) Enny Sri Hartarti assessed that the government had failed to understand how to manage Batam as an industrial area. This was conveyed after the policy of back and forth management of Batam.
It is known, President Joko Widodo requested the dissolution of the Batam Business Entity (BP Batam) in a limited meeting at the Presidential Palace Complex on Wednesday (12/12).
However, not long after, the Coordinating Minister for Economic Affairs clarified the issue of the dissolution of BP Batam. Head of Public Relations of the Coordinating Ministry for Economic Affairs Hermin Esti Setyowati said the government was only overhauling the management structure of the institution held by Lukita Dinarsyah Tuwo replaced by ex-officio by the Mayor of Batam.
"That person failed to understand. Batam cannot be equated with ordinary industrial estates, such as Karawang. From the past, various facilities were given to Batam so that Batam could act as the motor of Indonesia's industry. Batam is strategic, free trade area," Enny said Thursday (13 / 12).
Nevertheless, he confirmed that the dualism of authority did occur in Batam. However, even then it is not because BP Batam's institution has the authority of the central government to issue permits for incoming and outgoing traffic, land allocation, including its control.
Enny said that the dualism of authority occurred because autonomy in Batam had mixed economic and political activities. For example, the designation of Batam as a free trade zone or free trade area was later transformed into a populated area with property development.
"Don't forget, Batam already existed before regional autonomy was born, the establishment of the Riau Islands as a province. If you want to be returned to its original spirit, specifically economic activities. The residents in Batam only support economic activities. For the sake of the country. which is currently being offered, "Enny added.
Revoke Law and Revise PP
If the government wants to change the status of Batam at this time, Enny warns that the government is asking for approval from the DPR. Not only that, the related laws and the legal umbrella below must also be revoked and revised.
Such as, Law Number 44 of 2007 concerning Free Port and Free Trade Area and Government Regulation Number 46 of 2007 concerning Batam Free Trade and Free Port Area.
"So, the government cannot suddenly pull it out, disband BP Batam. Single authority is necessary, but it must be free from political interests. If ex-officio mayor is there, there is also political interest, because of the local government. The local government has political interests, "Enny said.
Until now, Batam BP Head Lukita Dinarsyah Tuwo is still reluctant to comment on the government policy.
